Window names are not restored for windows that have a single tab.

Environment: Chrome browser on ChromeOS Version 122.0.6261.137 (Official Build) (64-bit)
Steps to reproduce:
Create browser window with single tab browing to:
nytimes.com
Name this window “News”
Create a second browser window with two tabs browsing to:
https://momentumdash.com/
https://momentum.nolt.io/
Name this window “Momentum”
In the second widow open a third tab to the Momentum extension homepage.
Select Tabs->Stash Tabs
Select Tabs->Restore Last Session
Two windows will be restored with expected tabs, but the “News” window with nytimes.com is not named. i.e. Right-click on the title bar, select “Name window” and see that the name is empty. Or click on the Chrome icon at bottom of screen and note that the name “News” is not present. Instead you see “New York Times - breaking news”.
